DHS RFI and Draft SOW: S&T CAPS Contractor Support

The DHS S&T CAPS Office is located under the Office of Enterprise Services pillar, which provides various support services across S&T. CAPS is S&T’s total acquisition resource. CAPS serves as the center of contract acquisition knowledge for the Directorate. CAPS’s mission is to support S&T acquisitions using standardized processes that are thoroughly documented and clearly communicated using one voice and one set of rules. CAPS is composed of three functional areas: Front Office Operations, Contract Management, and Acquisition Execution that provide services to all of S&T. The Front Office Operations branch provides data management support, and program management office (PMO) support services (training, managerial, operational & governance, and administrative). The Contract Management Branch provides comprehensive COR services. The Acquisition Branch provides Inter Agency Agreement (IAA) and Requisition Execution services. As a result, CAPS requires a full range of acquisition and program support services using a variety of acquisition procedures.

The main objective of this acquisition is to acquire acquisition and program support services to include the following areas: Contract Management Support, Interagency Agreement Support, Front Office Support (Asset/Records Management, Administrative, Acquisition Training, Technical Support, and Writing; Data Management, Communications/Program), Requisition Support, and Program Management Office Support (Management Support, Operations & Governance; Administrative & Knowledge Management; and PM Learning & Skill Development).
