DHS USCIS Draft RFP: Application Support Centers (ASC) Operations and Facilities Services

USCIS is seeking Contractor labor and program management support for the Application Support Centers (ASC).

  1. The Contractor shall provide a fully trained staff (U.S. citizenship is required) at designated SAs, COLOs, and mobile routes.
    • The major tasks to be accomplished are: Biometric and Biographic Capture, Identity Verification, Mobile Route Support, Scheduling, Data Entry, resubmissions of prints, electronic support of ink cards, facility observation support and Program Management Support, including Facilities Leasing and Maintenance.
  2. Additionally, as USCIS seeks opportunities to gain operational efficiencies, this contract may require additional services, that are non-biometrically-related (ex. providing support for interviews, naturalization testing, etc.), be performed at the ASC and by the contractor supporting the ASC.
  3. The Contractor shall provide ad hoc reporting as required. Future undefined ASC workload may radiate from USCIS, DHS, and Federal initiatives involving biometrics collection and may include but not be limited to large surges, Temporary Protected Status (TPS), UK VISA, Canada VISA and other country VISA processing as they come on-line, processing of Government employee identity verification, new or relocated domestic ASC site locations/mobile routes, closure of specific ASC sites and new overseas ASC sites/mobile routes, homebound applicant processing, expansion of biometric modalities, identity document scanning, self-service kiosks, and Remote Services Video Program (RSVP).

The Contractor shall provide staff and support to establish, operate, and maintain locations and perform tasks as specified in this contract. The Contractor shall provide all program management support to include, but not limited to, personnel management and staffing, facilities leasing and maintenance support, procurement support for furniture/office equipment/office supplies, Government property administration, quality and training programs, standard operating procedures preparation and updating, Government coordination, invoicing, reports, teaming arrangements and subcontract administration, administrative support, transportation arrangements, and special projects support…
