DOC seeking Director, Office of Enterprise Solutions and Services (OESS)

“This position is located in the Office of the Secretary, Office of the Chief Information Officer (OCIO).  The Director for Office of Enterprise Solutions and Services (OESS) serves as the senior manager for all Information Technology Infrastructure within the OCIO. The incumbent in this position reports to the Deputy Chief Information Officer and Office of the Secretary CIO and provides managerial and technical leadership and expertise to the OCIO in order to provide and enhance the OCIO’s information systems and related computer needs and capabilities, and also provides support to the Chief Information Officer (CIO).”

Responsibilities:

  • Provide direction, advice and guidance on current and future plans and policy to ensure that all required services are provided. The incumbent develops goals, objectives, and long-range operational plans governing Division activities, communicates them to the other Division Managers, the CIO and Deputy CIO and OCIO Management and other employees, and ensures their implementation.
  • Be responsible for managing worldwide 24/7/365 support of OCIO computing systems, server and networking hardware that are employed in the execution of the agency’s mission critical computing needs of the OCIO.  Manage staff and contractors that are responsible for management of numerous cloud hosted enterprise servers and storage systems.
  • Develop financial resource requirements for Divisional programs (based on input from OCIO management and other considerations) and maintains oversight of approved budget allocation, ensuring that expenditures are consistent with the financial plan and conform to funding limitations.
  • Oversees the management of OCIO’s computer network, including headquarters and domestic system operations, as well as connections with the public Internet. Ensures adequate network resources are in place to facilitate needs of users and applications.
  • Work closely with the CIO, Deputy CIO and CISO in the development and documentation of information security standards for OCIO. Assist the CIO in implementation and information security strategy, architecture, policies, and documentation at the user and network levels within the OCIO.
  • Propose improvements to optimize the project management process, enabling OCIO to prioritize and coordinate IT related development tasks.
  • Act as the point of contact for client elements, obtaining and evaluating operational project requirements and defining project objectives that are appropriate to the particular technical environment where the IT product under development is executing.
