DOL BLS seeks Division Chief, Office of Technology and Survey Processing

“Supervisory IT Program Managers located in the Department of Labor (DOL), Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP) manage IT support for all aspects of BLS data development initiatives. The position serves as an OTSP Division Chief. As a Supervisory IT Program and Division Manager, the incumbent is involved with all aspects of Division operations pertaining to IT application development to include, but not limited, to the following:

  • “Manages one or more large IT program(s) to provide products and/or services. Coordinates, communicates, and integrates IT projects and program activities. Work encompasses the decision-making and negotiation responsibilities involved in executing the program efforts including stakeholder management, resource management, and portfolio management. Responsible for the overall success of the program(s), ensuring alignment with critical BLS priorities.
  • Responsible for IT systems that support one or more phases of the BLS business process including sampling, data collection, estimates, and dissemination.
  • Directs multi-year planning; provides expert technology, systems and operations insight to key BLS executives in identifying longer-term goals and objectives and executing enhanced and changing program operations requirements. Responsible for prioritizing and allocating resources to ensure that BLS and DOL IT standards and best practices are followed. Develops, administers, and executes the operating budget as well as oversees the efficacy of various contracts in provision of IT services to BLS. Serves as a principal advisor to the most senior BLS and DOL managers and executives. Integrates complex information from multiple sources in order to provide the most complete, pertinent and efficient responses to BLS and external queries.
  • Develops goals and objectives for the staff, assigns and balances work, evaluates performance, recommends and approves awards, counsels and disciplines employees, selects employees for appointments of internal placements, approves employee training, approves employee leave requests and establishes leave rosters.”
