“This position is located in the Bureau of Administration, Office of Logistics Management, Office of Program Management and Policy (A/LM/PMP). A/LM is the primary point of contact for the Department of State when developing policy, guiding professional development, and improving logistics systems. The incumbent of this position serves as the Office Director for A/LM/PMP and reports directly to the Deputy Assistant Secretary for Logistics Management.”
Responsibilities:
“The person selected for the Office Director A/LM/PMP position provides leadership to, and oversees all global activities of five separate divisions: Property Management, Overseas Fleet, Logistics Systems, Diplomatic Pouch and Mail, and Logistics Professional Development, in the development of goals and objectives on issues including long-term planning and prioritization of relevant resources. In this capacity, the incumbent directly and indirectly supervises a large workforce consisting of Foreign and Civil Service employees in professional, technical, and clerical positions, and contractors and serves as the final decision authority on personnel management. Additional duties and functions include the following:
- Serves as the Senior Official for all programmatic and operational aspects of two major enterprise IT systems: the Integrated Logistics Management System (ILMS) and myServices. ILMS is the Department of State’s suite of information technology management software that controls the supply chain for procurement, warehousing, distribution, receiving, transportation of goods and personal effects, personal property management and accountability, diplomatic pouch and mail services, foreign assistance, and supply chain status tracking and performance monitoring. myServices is the Department’s platform for managing Shared Services.|
- Lead as the Department as the Agency’s Property Management Officer and Property Survey Board Chairperson, discharging comprehensive oversight of the Department’s worldwide personal property management program and operations.
- Serves as the Department’s Senior Service Provider Representative for all International Cooperative Administrative Support Services (ICASS) budget and service matters related to diplomatic pouch and mail operations, and as the Senior Department official and liaison to the U.S. Postal Service (USPS) and Military Postal Service Agency (MPSA) to ensure effective mail service to diplomatic and consular posts abroad via APO/FPO/DPO.
- Provides management and policy oversight of the Department’s overseas vehicle program, comprised of over 14,000 armored and non-armored vehicles. Ensures the efficient procurement, replacement, and disposal of thousands of vehicles at several hundred overseas posts annually”
