DOT FRA seeking Branch Chief, Acquisition Operations

As a Supervisory Contract Specialist, you will:

  • As the primary contracting advisor to the Office of Railroad Development (RRD), the Office of Railroad Data & Innovation (RDI), the Office of Chief Counsel (RCC), and the Office of the Chief Financial Officer (RCFO), responsible for the full scope of the acquisition cycle with supervisory contractual authority for the solicitation, negotiation, award, and administration of contracts, Broad Agency Announcements (BAA), Blanket Purchase Agreements (BPA), task and delivery orders, and other procurement instruments.
  • Lead and provide technical oversight, expert guidance, and assistance to contracting and program office personnel through all phases of the acquisition process and ensure procurement actions are accomplished in accordance with applicable policies and regulations.
  • Participate in the review of acquisition program activities to identify challenges and recommend solutions, corrective measures, and alternative approaches to the Acquisition Director and other agency leadership.
  • Document issues and lessons learned to ensure the development and implementation of best practices.
  • Maintain effective working relationships with other branches, program areas, and organizations to ensure a coordinated approach to providing solutions and overcoming challenges.
  • Monitor, maintain, and improve internal management processes and quality control measures within branch to deliver work products in line with sound, economical, and efficient principles.
  • Perform the full range of supervisory personnel management duties for the branch.
  • Coordinate efforts and execute plans to accomplish organizational goals and objectives.
  • Conduct and review cost and pricing analyses for procurements, including procurements lacking precedents and historical cost data, and develops innovative contracting approaches to achieve the best value for FRA.
