The U.S. Department of Transportation (DOT) / Federal Highway Administration (FHWA) is asking for feedback and conducting market research to determine if there are any Contractors to support the FHWA Research, Development, and Technology located at the Turner-Fairbank Highway Research Center in McLean, VA. An overview of the required services and intended outcome is provided below.
Scope
The purpose of this request for information (RFI) is to introduce the concept of an application in which the FHWA is interested. This application will be referred to as Application for Data Management and Informatics Requirements (ADMIR) in this RFI. FHWA envisions ADMIR as an application that could be used to build and manage databases containing data relevant to multiple disciplines with the capability of showing the relations between different data elements and disciplines. The databases built by this application are Geographic Information System (GIS) enabled and with a data architecture of a hierarchical nature with a network on the highest level and sub-networks and highways and intersections of different types, if needed on the lower levels as different components of the database. Another desired characteristic of ADMIR is that the end user can add disciplines and data elements to the data architecture in a user-friendly manner and without any major coding effort.
