DOT RFP: FAA Job Analysis/Ability to Upgrade Tool

  1. BACKGROUND…

The FAA ATO maintains a variety of online career-oriented tools aimed at helping ATO employees develop and advance in their careers. Management Services (AJG-L3) currently maintains the ATO Career Planning Tool (CPT) aimed at helping FAA employees explore career opportunities within ATO and plan their careers. The contractor will assist ATO’s Employee Development Group (EDG) with the development of an efficient and cost effective job analysis methodology to support the development of new position profiles and career path linkages in the CPT.

The CPT is a web-based system purchased by the requiring organization and “must” be used by the Contractor that includes the Career Path Builder, detailed Career Planning Maps and position profiles (https://myatocareer.faa.gov/ATOCPT2/#/). Each position profile includes details such as tasks performed, knowledge and skills required for success, recommended developmental experiences, training courses, networking opportunities, and examples of effective behaviors linked to the eight Strategic Leadership Capabilities. Employees may learn about each position, identify the positions of interest, and create customized career paths and plans. The CPT also provides the capabilities for employees to self-assess the competencies required for each position of interest and request ratings from their managers and others. The linkages in the Career Path Builder must be updated utilizing the new information collected from the surveys and job analysis to allow use within the CPT.

2.1 SCOPE OF WORK The scope of work includes technical and management support for tasks identified in this PWS. The Contractor must:

  • Explore and scope alternative approaches, data collection and data analysis methods, estimation of resources required, timeline, materials to be used to conduct the job analysis, and labor hours working with SMEs.
  • Design and develop an efficient and cost effective job analysis methodology for profiling new positions. The job analysis methodology must make efficient use of FAA SME resources, and be scaled for the development of up to 50 new positions each year. (See Appendix 1: Example Position Profile)…

 

  • Update existing CPT database with identified changes.
  • Add new positions and career path linkages to the database.
  • Revise the career maps for up to eight Service Units to reflect new and updated existing positions and career path linkages. The maps must be comparable in style and layout to the existing maps in the CPT.
