DOT seeking Director, Office of Project Management

“The incumbent serves as the Director of the Office of Project Management, reporting directly to the Chief Technology Officer (CTO). This office supports and manages projects and data management via system/software planning, concept of operations, requirements, analysis, design, configuration, testing, implementation, documentation, and life cycle configuration management control of information technology (IT) projects.”

Responsibilities:

  • Serve as the leader for NHTSA’s IT Project Management Office (PMO) and supports NHTSA program offices in the configuration, integration, testing and implementation of a wide range of IT and information management functions and solutions, using Agile methodology.
  • Set the strategy and direction to manage a portfolio of products and lead the organization through Agile transformation. Measure and evaluate IT system solution services delivery, and lead, support, and manage the following programs: Agile Project Management Office, Capital Planning and Investment Control (CPIC), Federal IT Acquisition Reform Act (FITARA), in addition to NHTSA ‘s IT strategic planning and budget execution. Ensure that all information technology investments and activities support the strategic goals and mission of the agency efficiently, effectively, and securely.
  • Serve as the key advisor to senior officers and key Agency stakeholders on project and program management best practices including implementing earned value management, developing project cost estimates and budgets, developing work breakdown structures, implementing best Agile practices and frameworks, and ensuring all OCIO projects plans meet standards and are loaded and updated in an automated project management tool such as Microsoft Project.
  • Establish and maintain working relationships with top level information systems officials in other Government agencies and ensures that assigned program employees establish and maintain cooperative relationships with other organizations, both internal and external to NHTSA.
