Library of Congress OCIO seeking Chief, Enterprise Architecture

“This position is located in the Enterprise Architecture Division, IT Governance Directorate, Office of the Chief Information Officer (OCIO).”


  • Responsible for the overall management and direction of IT Enterprise Architecture (EA), including strategic and annual planning, budget, workforce planning and management, project planning and management, development of policy, and operational processes.
  • Serves as COR for contract employees fulfilling services contracts, and for other projects and programs that require outside contractors. Ensures all contracting activities in EA adhere to Library of Congress policy. Sets priorities and directs the work of staff and contractors.
    Manages the technical and financial resources allocated to the EA Office to achieve its goals, and ensures resources are aligned with mission requirements and needs. Identifies aspects of the office’s work that can be supported through the use of outside contracts, and oversees the acquisition and management of those contracts. Ensures contract requirements are met on-time, on-budget, and in accordance with specified terms and conditions.
  • Establishes and maintains effective working relationships with various high-level individuals, including other legislative and executive agencies, executives of major corporations, and distinguished members of the public.
  • Serves as the primary agency advisor to both technical and non-technical management to engage their understanding, support, and ability to effectively measure and manage the strategic directions and goals of the Library as achieved through the effective use of technology. Advises on the appropriate use of technology to achieve program goals and objectives.
  • Ensures the development, documentation, and implementation of EA, IT planning, and innovation policies, guidelines, and standards. Provides high level technical advice and counsel to senior organization management and other key officials on matters relating to existing, modified or new policies and programs.
