Noblis seeking Vice President of Civil

“The Vice President of Civil will be a member of the Noblis executive leadership team and will report to the President and Chief Executive Officer (CEO) with responsibility over a large and diverse portfolio of civilian customers.  This high impact executive will have a proven record of success in growing a competitive business within the Civil sector with significant experience in one or more verticals such as health, transportation, telecommunications, homeland security, and/or civil space systems (NASA/NOAA/FAA).”


  • Collaborate with the CEO and the Executive team to formulate corporate strategies and tactical growth plans for the civil organization and effectively execute those results in a growing organization from both a capability and annual revenue perspective.
  • Consistently exceed customer program expectations with an excellent record of high customer satisfaction
  • Develop a robust pipeline of opportunities in the civil community and effectively capture a set that drives growth and mission with a focus on capability areas to include: MBSE/digital engineering, autonomy, robotics, extended/mixed reality, cyber security, software development, automation, and robust software engineering, cloud computing, data analytics, AI, machine learning, and solutions-oriented client mission engagement.
  • Effectively collaborate with the CEO, the Chief Growth Officer and the Executive team to deliver business development processes and governance.
  • Must deliver year over year successful business development results with consistently high win rates for new and recompete business.
  • Skilled at leading large organizations and motivating and developing people to achieve enterprise objectives


  • 10+ years’ managing engineering/IT divisions with 100+ direct reports and annual P&L of $70+ million
  • 10+ years’ experience in the Civil community with solid relationships with clients & industry partners
  • Ability to constructively influence and interact at the highest levels of the company and in target customer agencies. Serves as a highly creative problem solver for both her/his clients and teams.
  • Highly skilled in program management and execution of the business ranging from small high-volume IDIQ task order business to large and complex defined delivery programs.
  • Proven record of financial management, delivering annual revenue, profit and cash goals and growth.
  • Can work with ambiguity with ease, managing multiple actions at once, with a high degree of collaboration, professionalism and integrity. Possesses drive and personal ownership for her/his targets and of the company.
  • Builds organizational capacity for change including the identification and development of talent and optimization of resources, technology, and investments to produce customer value & sustained results.
  • Demonstrates the ability to collaborate and build win-win partnerships. Excellent communication skills and highly effective interpersonal skills are required.
  • Demonstrates competency of working with a geographically dispersed team & willingness to travel up to 25%.
  • Proven experience selling solutions on schedule and/or “as a service” to federal customers preferred.
  • Advanced Degree in one or more technical disciplines is required, PhD preferred.
  • Prior experience with M&A preferred. MBA desirable.
